Solicitor Foreman has served as Borough
Solicitor since 2005.
Mr. Foreman has long had ties to the Central
Pennsylvania area. He graduated from
Dickinson College cum laude in 1972 and
went on to graduate cum laude from the
Dickinson School of Law in 1975. Mr.
Foreman is member of the Dauphin County
and Pennsylvania Bar Associations.

Mr. Foreman is admitted to practice before all Courts of the
Commonwealth of Pennsylvania, the United States District Court for the
Middle District of Pennsylvania, the U.S. 3rd Circuit Court of Appeals,
and the U.S. Supreme Court.
Mr. Foreman is very active in the community, serving as a Member of
the Board of Trustees of the Dauphin County Library System. In addition
to his work for Penbrook, Mr. Foreman represents a variety of other
Authorities, Improvement Districts, Townships, Boroughs and the
County.

The Borough Solicitor is
appointed by Council at the
annual organization meeting
each January. The Solicitor is
considered an official of the
Borough and is compensated
on a retainer basis.
The Solicitor is responsible
for all legal council for the
Borough and represents the
Borough in all legal
proceedings involving the
Borough.
One of the most important
roles of the Solicitor is to
provide guidance to the
Borough Council Members.
The Solicitor is frequently
called upon to answer the
question: "Is it legal?"
